Resolution of the National Council of October 19, 2023
Concerning condemnation of Azerbaijan's military actions and protection of minority rights and cultural assets in Nagorno-Karabakh
The federal government, in particular the Federal Minister for European and International Affairs Matters, are requested to discuss together with European and international partners, at the international level, at the EU level, within the framework of the OSCE and bilaterally:
1. the military actions of Azerbaijan, which caused a mass exodus of over 100,000 ethnic Armenians from Nagorno-Karabakh continue to occur in all committees and in bilateral discussions;
2. confidence-building measures for de-escalation and the resumption of dialogue between Azerbaijan and Armenia to ensure stability throughout the region. In addition, it must be ensured that the remaining population in Nagorno-Karabakh unrestricted access, including via the Lachin Corridor, to essential goods and Services and freedom of movement in accordance with legally binding orders of the International Court of Justice and the trilateral declaration of November 9, 2020 is made possible;
3. to advocate strict compliance with international humanitarian law and the protection of the civilian population and civil infrastructure as well as human rights, including respect for Minority rights of the remaining ethnic Armenians in Nagorno-Karabakh and those wishing to return to Nagorno-Karabakh;
4. to advocate permanent free and unhindered access for international humanitarian Organizations deployed to Nagorno-Karabakh to provide urgently needed assistance to the civilian population to provide humanitarian aid;
5. to advocate for the comprehensive protection of cultural assets and churches in Nagorno-Karabakh;
6. in view of the over 100,000 Armenian refugees from Nagorno-Karabakh, ensure that Armenia as an Austrian development cooperation priority country continues to receive the necessary funds for further stabilization of the situation.
