"[EXCERPT] The memorandum begins by outlining the key issues regarding access to the areas affected by the conflict and the importance of human rights monitoring (Section I). It then explores the human rights of displaced persons and the right to return (Section II); the right to be protected against the danger posed by mines and explosive remnants of war (Section III); the right of captives to receive protection (Section IV); the right to know the fate and whereabouts of missing persons (Section V); the need for independent and effective investigations into serious human rights violations reported in relation to the conflict (Section VI); indiscriminate attacks and the right to life (Section VII) and the need to combat hate speech, promote peaceful co-existence, and initiate steps toward reconciliation among the affected communities (Section VIII). Each section starts with the Commissioner’s main recommendation."
