[Translation from French to English] Declaration of the council of state of the Republic and Canton of Geneva recognizing the Armenian Genocide of 1915.

On June 25, 1998, the Grand Conseil has unanimously adopted a resolution inviting the Conseil d'Etat to recognize with a solemn declaration the genocide perpetrated in 1915 by the Ottoman government against the Armenian people. Recognizing the existence of a genocide is everyone's duty because such a crime, which does not fall under the statute of limitation, calls on the entire humanity. Denying its existence insults the memory of the victims, trivializes horror and falsifies history. The works of historians are convergent to believe that the Armenians were killed in great number - the varying appreciation of the number of victims resides in the circumstances of this tragedy and does not cast doubt on the existence of the massacre - and that they were killed because they were Armenians. All witnesses of the time, diplomats, soldiers, and civilians have given evidence on the deliberate intention of the Government of Constantinople, and all later documents have confirmed this intention in a way that the facts can not give rise to controversies. Geneva wishes that a lasting peace between Turks and Armenians be established, a peace which can not be built on the occultation of history which heavily weighs on the relations between Turks and Armenians. This present declaration on the recognition of the Armenian genocide of 1915 is therefore not directed against Turkey who, like Germany has done in the case of the Jewish people, can recognize its past crimes in order to build relations with the Armenian people that are founded on historical truth. By recognizing the Armenian genocide of 1915, Geneva places itself, in respect of the international texts on genocide, in the long list of recognition of that crime by numerous countries, by the United Nations and the European parliament.

Déclaration du Conseil d'Etat reconnaissant le génocide arménien de 1915

Le 25 juin 1998 le Grand Conseil a adopté à l'unanimité une résolution invitant le Conseil d'Etat à reconnaître par une déclaration solennelle le génocide commis en 1915 par le Gouvernement ottoman à l'encontre du peuple arménien.Reconnaître l'existence d'un génocide s'impose à tous car un tel crime, imprescriptible, interpelle l'Humanité dans son ensemble. Nier son existence insulte la mémoire des victimes, banalise l'horreur et falsifie l'Histoire. Les travaux des historiens sont convergents pour considérer que les Arméniens ont été assassinés en masse - l'appréciation variable du nombre des victimes étant inhérente aux circonstances de ce drame et ne remettant pas en cause l'existence même du massacre - et qu'ils ont été assassinés parce qu'ils étaient Arméniens. Tous les témoins de l'époque, diplomates, militaires, civils ont attesté de l'intention délibérée du Gouvernement de Constantinople et tous les documents ultérieurs ont confirmé cette intention de sorte que les faits ne peuvent faire l'objet de controverses.Genève souhaite l'établissement d'une paix durable entre Turcs et Arméniens, paix qui ne peut s'établir sur l'occultation de l'Histoire qui hypothèque lourdement les relations entre Turcs et Arméniens. La présente déclaration de reconnaissance du génocide arménien de 1915 n'est donc nullement dirigée contre la Turquie qui, comme l'Allemagne l'a fait à l'égard du peuple juif, peut reconnaître ses crimes passés afin de construire avec le peuple arménien des relations de paix fondées sur la vérité historique.En reconnaissant le génocide arménien de 1915, Genève se situe, en respect des textes internationaux sur le génocide, dans la longue lignée de la reconnaissance de ce crime par de nombreux pays, par l'Organisation des Nations Unies et par le Parlement européen.
