REQUIREMENT Nº550, OF 2015

In accordance with the provisions of Article 222 of the Internal Rules and in accordance with the traditions of the House, we call for a Moment of Solidarity with the Armenian people on the occasion of the Centennial of the Campaign to exterminate their population, in the following terms:

"The Federal Senate recognizes the Genocide of the Armenian People, whose centenary was commemorate on April 24, 2015. In paying homage to its victims and acknowledging the contribution of thousands of Brazilians who are descendants of refugee Armenians to Brazil's economic, social and cultural institutions, points out that no genocide should be forgotten in order to avoid it recurrence."

I - insertion in a vote of solidarity;

II - presentation of solidarity to the Embassy of Armenia;

III - give this statement to the Presidency of the Republic and to the Ministry of Foreign Affairs.

On April 24, the centenary of the 1915 campaign during World War I to exterminate the Armenian population was commemorated. In dozens of cities of the Turkish-Ottoman Empire, where peaceful families of different ethnicities lived together, the entire Armenian male population was forcibly deported and slaughtered in valleys and waterways.

Entire families were tied up and thrown alive in the rivers, with one of its members shot dead, driving everyone else to drown. It is estimated that at least 1.5 million Armenians have been killed.

Part of the deportation took place in freight trains intended for the transport of livestock. In the hundreds of kilometers traveled by the female population, the majority on foot, most of the deportees died of starvation or disease and the others were executed. The reasons given for the massacre were mainly the alleged betrayal of the Armenians, who would have collaborated with the Russian army at the outset of the war, the need for racial cleansing to convert Turkey, then multiracial, into a uniformly Turkish nation, and the fact that Armenians were generally more educated and richer than the rest of the population.

Large numbers were killed. There were mass deportations to make it difficult to identify the persecuted and limit their ability to react or rely on outside help. Asphyxiation by gases, criminalization of victims and, very importantly, systematic denial, pressure and intimidation used against those who attempted to reconstruct historical events, in all this the Armenian genocide was sadly exemplary.

Notwithstanding their relevant differences, there is no doubt that the extermination of the Armenians was a forerunner in the twentieth century of the Jewish genocide. The extermination policy is still denied by the Turkish government. However, Kemal Ataturk himself, the father of the modern Turkish state, acknowledged in 1920 the existence of the massacre, calling it "a shameful act."

The Armenian genocide is recognized by a significant and growing number of countries. In South America, Argentina, Bolivia, Chile, Uruguay and Venezuela issued statements to that effect. Most European countries recognize the Armenian genocide and, recently, the European Parliament adopted a resolution along the same lines.

Germany, which historically maintains close relations with Turkey, and was reluctant to use the term "genocide," decided to do so last April to mark the 100th anniversary of that event. In the same period, Pope Francis acknowledged that the massacre of the Armenians "was the first genocide of the twentieth century."

It is estimated that in Brazil there are at least 100,000 descendants of Armenians, most of them in São Paulo. They are Brazilians whose ancestors had to leave their land to escape the genocide. In Brazilian lands they were able to resume their lives, build families and contribute to the economic, social and cultural life of our country.

Regrettably, the Brazilian Government has not yet recognized the Armenian genocide. However, some states have already done so. In Brazil, the Legislative Assemblies of the States of Ceará and Parana have already recognized the Armenian genocide.

In 2015, the State of São Paulo establishes the date of April 24 as the Day of Recognition and Remembrance for the Victims of the Genocide of the Armenian People, integrating it into the official calendar of the State.

REQUERIMENTO Nº550, DE 2015

Na forma do disposto no art. 222 do Regimento Interno e de acordo com as tradições da Casa, requeremos Moção de Solidariedade ao povo armênio pelo transcurso do Centenário da Campanha de extermínio de sua população, nos seguintes termos:

"O Senado Federal reconhece o Genocídio do Povo Armênio, cujo centenário foi comemorado no dia 24 de abril de 2015. Ao prestar homenagem às suas vítimas e reconhecer a contribuição para a formação econômica, social e cultural do Brasil de milhares de brasileiros descendentes de refugiados armênios, ressalta que nenhum genocídio deve ser esquecido para que não volte a acontecer."

I - inserção em ata de voto de solidariedade;

II - apresentação de solidariedade à Embaixada da Armênia;

III - dar conhecimento dessa declaração à Presidência da República e ao Ministério das Relações Exteriores.

JUSTIFICAÇÃO

No último dia 24 de abril, comemorou-se o centenário da campanha de extermínio da população armênia em 1915, durante a Primeira Guerra Mundial. Em dezenas de cidades do Império Turco-Otomano, onde conviviam pacificamente famílias de diferentes etnias, toda a população armênia masculina foi reunida à força, executada e empilhada em vales e cursos d'água.

Famílias inteiras foram amarradas e jogadas vivas nos rios, com um de seus membros morto a tiros, levando todos os demais ao afogamento. Estima-se que pelo menos 1,5 milhão de armênios tenham sido assassinados.

Parte da deportação se fez em trens de carga destinados ao transporte de gado. Nas centenas de quilômetros percorridos pela população feminina, a maioria a pé, grande parte das deportadas morreu de inanição ou de doença e as demais foram executadas. As razões invocadas para o massacre foram principalmente a alegada traição dos armênios, que teriam colaborado com o exército russo no início da guerra, a necessidade de limpeza racial para converter a Turquia, então multirracial, em uma nação uniformemente turca, e o fato de os armênios serem geralmente mais educados e mais ricos do que o restante da população.

Os assassinatos foram em grande número, houve deportações em massa, para dificultar a identificação dos perseguidos e limitar sua capacidade de reação ou de contar com ajuda externa. Recorreu-se à asfixia por gases, à inculpação das vítimas e, mais importante ainda, à denegação sistemática e à pressão e intimidação contra os que tentaram reconstituir os acontecimentos históricos. Nisso tudo o genocídio dos armênios foi tristemente exemplar.

Não obstante suas diferenças relevantes, não há dúvida de que o extermínio dos armênios foi precursor no século XX do genocídio judaico. A política de extermínio é até hoje negada pelo governo turco. Entretanto, o próprio Kemal Ataturk, pai do moderno Estado turco, reconheceu em 1920 a existência do massacre, considerando-o "um ato vergonhoso".

O genocídio armênio é reconhecido por número significativo e crescente de países. Na América do Sul, Argentina, Bolívia, Chile, Uruguai e Venezuela emitiram declarações nesse sentido. A maioria dos países europeus reconhece o genocídio armênio e, recentemente, o Parlamento europeu aprovou resolução no mesmo sentido.

A Alemanha, país que mantém historicamente relações estreitas com a Turquia, que relutava em utilizar o termo "genocídio", decidiu fazê-lo em abril passado para marcar os cem anos desse episódio. No mesmo período, o Papa Francisco reconheceu que o massacre armênio "foi o primeiro genocídio do século XX".

Estima-se que no Brasil residam pelo menos 100 mil descendentes de armênios, sendo a grande maioria em São Paulo. São brasileiros cujos antepassados tiveram que sair de sua terra para escapar do genocídio. Em terras brasileiras puderam recomeçar suas vidas, construir famílias e contribuir para formação econômica, social e cultural do nosso País.

O Governo brasileiro, lamentavelmente, ainda não reconheceu o genocídio armênio. Entretanto, alguns Estados já o fizeram. No Brasil, as Assembleias Legislativas dos Estados do Ceará e do Paraná já reconheceram o genocídio armênio.

Em 2015, o Estado de São Paulo institui a data de 24 de abril como Dia do Reconhecimento e Lembrança às Vítimas do Genocídio do Povo Armênio, integrando-o ao calendário oficial do Estado.
