Resolution

The Chamber of Deputies,

- considering that the year 2015 marks the centenary of the Armenian genocide perpetrated by the Ottoman Empire;

- considering that the European Parliament and a growing number of parliaments throughout the world, and in particular the Member States of the European Union, recognize the Armenian genocide as a genocide within the meaning of the United Nations Convention on the Prevention and Punishment of the Crime of Genocide of 1948;

- recalling the resolution of the European Parliament of 15 April 2015 on the centenary of genocide In which the European Parliament reaffirms, inter alia, its recognition of the genocide;

- considering that the memory and the recognition of historical truth are essential factors in the construction of the future and in the efforts of each generation to avoid the repetition of the tragedies of the past;

- considering that the recognition of the crimes committed against the Armenians at the end of the Ottoman Empire as genocide would constitute an important and honorable national and European gesture for the Turkish Republic:

1. recognizes that the tragic acts perpetrated since 1915 against the Armenians established on the territory of the Ottoman Empire constitute a genocide;

2. in this year, which marks the centenary of the beginning of the genocide, pays tribute to the memory of one and a half million victims who lost their lives in the Ottoman Empire and joins the commemoration of the centenary of the Armenian genocide in a spirit of European solidarity and justice;

3. makes homage to the victims of all genocide and crimes against humanity and endorses the European Parliament's call for an international genocide commemoration day to recall the right of all peoples and nations of the world in peace and dignity;

4. welcomes the statements by Recep Tayyip Erdogan, President of the Republic of Turkey, and Ahmet Davutoglu, Prime Minister of the Republic of Turkey, who addressed their condolences to the Ottoman Armenians and acknowledged the great suffering committed against them

5. encourages the authorities of the Turkish Republic to face the past;

6. encourages Armenia and Turkey to work towards a normalization of their relations, enabling reconciliation of the Armenian and Turkish peoples in a spirit of truth and mutual respect.

La Chambre des Deputes,

- conslderant que l'annee 2015 marque Ie centenaire du genocide arrnenien perpetre par l'Empire ottoman;

- considerant que Ie Parlement europeen ainsi qu'un nombre croissant de parlements a travers Ie monde, et notamment d'Etats membres de l'Union europeenne, reconnaissent Ie genocide arrnenien comme genocide au sens de la Convention des Nations Unies sur la prevention et la repression du crime de genocide de 1948;

- rappelant la resolution du Parlement europeen du 15 avril 2015 sur Ie centenaire du genocide arrnenien dans laquelle Ie Parlement europeen reaffirme entre autres sa reconnaissance du genocide;

- considerant que la rnernoire et la reconnaissance de la verite historique sont des facteurs essentiels dans la construction de I'avenir et dans les efforts de chaque generation pour eviter la repetition des tragedies du passe;

- considerant que la reconnaissance des crimes commis contre les Arrneniens a la fin de l'Empire ottoman comme genocide constituerait un geste national et europeen important et honorable pour la Republique turque:

1. reconnait que les actes tragiques perpetres a partir de 1915 contre les Armeniens etablis sur Ie territoire de l'Empire ottoman constituent un genocide;

2. en cette annee qui marque Ie centenaire du debut du genocide arrnenien, rend hommage a la mernoire d'un million et demi de victimes qui ont perdu leur vie dans l'Empire ottoman, et se joint a la commemoration du centenaire du genocide armenlen dans un esprit de solidarite et de justice europeennes;

3. rend hom mage a to utes les victimes de tous les genocides et crimes contre l'humanite, et se joint a I'appel du Parlement europeen pour que soit instituee une journee internationale de commemoration des genocides afin de rappeler Ie droit de tous les peuples et de toutes les nations du monde a la paix et a la dignlte;

4. salue les declarations de Recep Tayyip Erdogan, president de la Republique de Turquie, et d'Ahmet Davutoglu, Premier ministre de la Republique de Turquie, qui ont adresse leurs condoleances aux Arrnenlens ottomans et reconnu les grandes souffrances commises a leuregard

5. encourage les autorltes de la Republique turque a fa ire face au passe;

6. encourage I'Arrnenle et la Turquie a ceuvrer en faveur d'une normalisation de leurs relations, permettant une reconciliation des peuples armenien et turc dans un esprit de verite et derespect mutuel.
